About two years ago, Ringley asked CEM to look at the plant room as they were having issues with providing reliable hot water to the HIUs in the 68 privately-owned apartments. The plant room was pre-fabricated by Armstrong and is located in a unit in the car park. The CHP & 4 Mikrofill boilers and auxiliary equipment are controlled by a proprietary BMS that Armstrong would not allow passcodes to other contractors – yet were unable to offer a 24/7 emergency callout service with a 4-hour attendance guarantee.

In January 2018 it was reported in the national press “A landlord who is refusing to pay an estimated £4m bill to make safe a block of flats built with Grenfell-style cladding is likely to be bailed out by the taxpayer.” Slough Borough Council has funded a 24/7 fire warden watch on the building since the fire safety issues were identified.

Eventually Slough Borough Council took control of the property and, via Ringley, awarded CEM the M&E maintenance contract and also a project to upgrade the BMS to Trend. CEM will complete the BMS project by the end of January 2019 and then be able to operate the building’s HW services to the standard expected.
